About This Role
The American Institutes for Research (AIR) seeks a senior technical FHIR / Digital Quality Measures Lead to direct eCQM development on federally funded contracts. You will serve as the primary technical authority on FHIR-based digital quality measure (dQM) specifications, act as the lead point of contact with CMS and clients, and mentor a team of measure developers and analysts.
This is a part-time, project-based position with flexible hours depending on engagement needs. Work remotely from anywhere in the United States or from an AIR office location.
Key Responsibilities
- Guide organizational transition from QDM-based eCQMs to FHIR-based dQMs, ensuring alignment with US Core and QI-Core implementation guides
- Represent AIR in HL7 workgroups to maintain current knowledge of evolving FHIR quality measurement standards
- Oversee quality assurance for FHIR-based specifications created by subcontractors and internal teams
- Lead technical team authoring dQMs in MADiE; troubleshoot logic, terminology, and value set issues
- Review MADiE output and ensure compliance with US Core and QI-Core standards
- Manage dQM updates as part of the Annual Update cycle
- Partner across AIR's broader portfolio to align FHIR and interoperability practices
What We're Looking For
- Hands-on experience translating clinical quality measures into CQL and FHIR-based specifications
- Ability to operate across the full dQM lifecycle, from measure concept through maintenance updates
- Expertise in FHIR standards, US Core, and QI-Core implementation guides
- Experience with digital quality measurement platforms and CMS accountability programs
- Strong mentoring and technical leadership capabilities
