About This Role
The American Institutes for Research (AIR) seeks a senior technical Digital Quality Measures Lead to direct FHIR-based electronic clinical quality measure (eCQM) development on federally funded contracts. You will serve as the primary technical authority and point of contact with CMS and clients on digital quality measurement, FHIR standards, and interoperability. This is a part-time, project-based position with variable hours depending on engagement needs.
Key Responsibilities
- Guide AIR's transition from QDM-based eCQMs to FHIR-based digital quality measures (dQMs), ensuring alignment with US Core and QI-Core implementation guides
- Represent AIR in HL7 workgroups to track evolving FHIR-based quality measurement standards
- Oversee quality and provide technical guidance to subcontractors developing FHIR-based specifications
- Lead technical team authoring dQMs in MADiE, troubleshooting logic, terminology, and value set issues
- Review MADiE output and ensure compliance with US Core and QI-Core standards
- Manage annual update cycles for digital quality measures
- Partner across AIR's broader capabilities to align FHIR and interoperability practices
- Mentor a small team of measure developers and analysts
Required Experience
- Hands-on experience translating clinical quality measures into CQL and FHIR-based specifications
- Strong working knowledge of the full dQM lifecycle, from measure concept through maintenance
- Demonstrated expertise in FHIR, US Core, and QI-Core implementation guides
- Technical leadership and team mentoring experience
- Familiarity with healthcare interoperability standards and CMS quality reporting programs
